X-FAB Fab4Micro Erfurt: EUR 127.4m for 3,500 m2 of Cleanroom, and What It Tells German Contractors
PORR is designing and building a 3,500 square metre cleanroom for X-FAB in Erfurt under a EUR 127.4m public grant, while German construction activity keeps contracting. The subsidy alone works out at roughly EUR 36,000 per square metre, and it shows where building work in Germany still pays.

I had Fab4Micro filed as a modest factory job. Then I divided the public grant by the cleanroom floor area. The answer is roughly EUR 36,000 per square metre, and it changed how I read German building work.
On 23 June 2026, X-FAB MEMS Foundry GmbH received a grant notification worth EUR 127.4m. Thuringia's minister-president Mario Voigt, economics minister Colette Boos-John and Erfurt mayor Andreas Horn presented it. Of that sum, EUR 80.3m comes from the federal government and EUR 47.1m from the Free State of Thuringia. The European Commission cleared aid of up to EUR 128m in December 2025. It classed the plant as a first-of-a-kind facility in the single market.
A small building carrying a very large specification
PORR is delivering Fab4Micro for X-FAB under a design and build contract. The programme runs from July 2026 to July 2028. The scope covers about 3,500 square metres of cleanroom production area, an attached office wing, and integration into the existing Erfurt site.
That site already produces around the clock. The new building has to be tied into it while the lines keep running. Vibration is the binding constraint. A passing lorry can move a normal building by an amount nobody notices. In a fab, the sensor that matters sits inside the process tool.
PORR has not published the foundation type, the slab build-up, the permitted vibration velocities or the vibration class. Semiconductor clients rarely allow that detail out. The firm has solved the problem before. At Infineon in Regensburg it used a foundation slab and dedicated load-bearing structures to keep dynamic movement out of production. That job delivered around 2,000 square metres of cleanroom. To hold the programme, 85 per cent of the concrete elements were precast.
There is also a design conflict inside the building. Cleanrooms need heavy air handling. Fans, pumps and rotating plant generate vibration of their own, so they have to be decoupled from the structure carrying them.
The German market is shrinking and this work is growing
The S&P Global Germany Construction PMI came in at 42.1 in July 2026, down from 44.8 in June and the weakest reading in three months. Residential was again the worst segment. Civil engineering was the only part of the sector to expand.
Set that against PORR chief executive Karl-Heinz Strauss. He says demand for cleanrooms is rising on the back of artificial intelligence and autonomous driving. PORR states it has already built several hundred thousand square metres of cleanroom. Clients include Infineon, ams OSRAM and Bayer. German building is contracting in area and expanding in specification.
What the subsidy per square metre really tells you
Divide EUR 127.4m by 3,500 square metres and you get about EUR 36,000 per square metre of cleanroom in public money alone. Treat that figure with care. The grant covers the whole project, including process equipment, and neither the total investment nor PORR's contract value has been published.
A cross-check helps. Between 2023 and 2025, X-FAB converted around 1,460 square metres of Erfurt factory floor into cleanroom. The reported cost was roughly USD 50m to USD 59m. That is about USD 34,000 to USD 40,000 per square metre. The two figures sit in the same band. Very little else in European building construction prices like this.
The qualification is the order book
Fab4Micro will run as an open foundry. X-FAB will make MEMS, highly integrated microsystems and photonics there, and will add wafer-level packaging and heterogeneous integration. Smaller fabless firms and start-ups get access without funding a plant of their own. The Commission treats that access as the strategic point of the aid.
X-FAB expects first production by the end of 2028. The Commission decision names commercial operation by 2029. Two years of construction are followed by tool installation, qualification and ramp-up.
What happens next
The European Chips Act has mobilised more than EUR 52bn in public and private investment. SEMI's World Fab Forecast puts global fab equipment spending on course to rise 9 per cent to USD 166bn by 2027. Building work comes before that spend, so the construction cycle leads the equipment cycle by two to three years.
For contractors, the addressable market is set by what they are certified to build. Cleanroom references, vibration engineering and live-site integration are the entry ticket, and there is no cheap way to buy them. For public sponsors, the grant is the visible number. Site infrastructure is the invisible one. Dresden is building a river waterworks to supply up to 67,000 cubic metres of industrial water a day to its chip plants. That bill lands on somebody.

In a shrinking building market, tolerance sells better than floor area
The decision most in this industry are avoiding:
👉 Protecting volume capacity is the wrong reflex. German contractors are defending crews and plant sized for a housing market that has been below 50 on the PMI for months. The work that is growing needs fewer square metres and far more engineering per square metre.
👉 Cleanroom credentials cannot be bought during a downturn. PORR is on this job because of Infineon, ams OSRAM and Bayer references built over years. A contractor deciding today to enter fab work has already missed this cycle.
👉 The grant headline hides the capital stack that matters. EUR 127.4m of public money is the number everyone repeats. The total investment and the construction contract value are both unpublished, so nobody outside the deal knows how much of the risk sits with the builder.

What this means for infrastructure operators, contractors and investors:
✅ Specification widens your market faster than capacity does. In a flat construction economy, the growth is concentrated in work that most bidders are not qualified to price. Vibration control, cleanroom fit-out and live-site integration are the qualifying skills.
✅ The client's ramp date is the real deadline. Handover in July 2028 means nothing on its own. First production by the end of 2028 leaves months for tool installation and qualification, so late completion eats the client's revenue directly.
✅ Public money changes who pays and leaves the delivery risk where it was. A grant improves the sponsor's balance sheet. It does not move schedule, interface or performance risk off the contractor.
